A former disposal site along the Mississippi River had received a variety of wastes from the cleaning of barges and was designated for cleanup under the Superfund Act. Wastes were originally disposed at the site in crude earthen cells within a few yards of the shore. A cell containing sludge included a mixture of acids, petroleum, and agricultural chemicals. A cell with contaminated soils included dried sludge along with general debris. Limited exploratory borings were completed so the actual depth and volume of the cell containing sludge was unknown prior to construction. The final leaching properties of the contaminated materials were specified to meet drinking water standards when tested by SPLP (synthetic precipitant leaching procedure). The primary contaminate of concern was lead.
Geo-Solutions teamed with the general contractor for the stabilization and solidification (S/S) portions of the cleanup. The sludge was treated with Shallow Soil Mixing (SSM) while the contaminated soils were treated using excavators to mix cement grout with the soils. Geo-Solutions provided the grout plant and SSM equipment, along with on site supervision of the S/S operations.

The SSM treatment encountered acids (pH < 1) and highly volatile materials that required a special treatment process. Pilot projects were completed to aid the construction team in devising a workable formulation to treat the sludge and soils. The successful formulation to treat the most difficult sludge involved a two-step process. First, the sludge was pre-treated with lime, next a cement-fly ash grout was blended with the sludge to effect successful treatment. Geo-Solutions supplied the grout plant as well as important technical assistance in devising a successful mixing method and grout formulation.
The SSM treatment encountered a number of obstacles in the sludge including buried cut logs, barrels, and automobile bodies, along with general landfill debris. To achieve higher productivity, two shifts per day were worked when using the two-step process. The SSM method successfully overcame these challenges. The site was finally covered with a clay cap and successfully closed.
